Glaucoma Public-Private Partnership Programme
Glaucoma Public-Private Partnership Programme aims to provide multiple options for glaucoma patients who are currently receiving treatment at the Hospital Authority (HA) ophthalmology outpatient clinics and have stable conditions, allowing them to access private ophthalmology specialist medical services.
Coverage of Subsidies
Each patient can enjoy up to four subsidized consultations per year, including specific glaucoma medications, as well as the option to receive one visual field examination and one optical coherence tomography (OCT) service per year from a private ophthalmologist.
Program Features and Fees
Patients participating in the program only need to pay fees equivalent to those charged by HA outpatient services for each visit. Currently, the fees are HKD 80 per consultation, HKD 15 per medication, and HKD 80 per examination.
Patients who meet the following eligibility criteria may receive fee reduction arrangements similar to those using HA services:
- Recipients of Comprehensive Social Security Assistance; or
- Holders of certificates for full or partial medical fee waivers; or
- Recipients of the Old Age Living Allowance aged 75 or above; or
- Holders of Level 0 care vouchers from the "Residential Care Service Voucher"

If both parties agree, patients may choose to pay out-of-pocket or use the Elderly Health Care Voucher to cover additional services and treatments provided by private ophthalmologists.
Eligible Individuals
- Patients who have received glaucoma treatment at HA ophthalmology specialist outpatient clinics for at least the past 12 months and have stable conditions.
- Patients must be invited by the HA Glaucoma Collaborative Program Office.
- Patients must participate in the "Electronic Health Record Sharing System."
The HA will issue invitation letters to eligible patients in batches, and patients do not need to apply themselves. Invited patients can freely choose to participate in this program and select a private ophthalmologist who is part of the program.
Can Elderly Health Care Vouchers be used?
Individuals who are part of the Elderly Health Care Voucher Scheme can use their vouchers at clinics of private ophthalmologists registered in the scheme to pay for services and medications not covered by this program.
